The workaround is to downgrade Adobe ® Illustrator ® to version 23.0.4 or older/ 24.0.1 or older using the Adobe Creative Cloud application. It does however not yet solve the issue of Illustrator crashing after Mac wakes up from sleep mode. That Adobe download works - you can open the PSD file in illustrator checking 'Convert to objects', change font to something with Arabic letters, then copy and paste the text area into any file, and it handles Arabic letters correctly.
